Bus lane PCN refunds

This is an honorable result.

But it should not have taken two years to occur. Once Mr. Daly's case came to light, the Camden Council should have researched the issue on their own and voluntarily issued the refunds right away - certainly within calendar 2009.

Parking teams should ALWAYS be aware and trained to modify their activities for ALL special cases, such as the temporary traffic order involved. Therefore, to keep those fines for another two years after the issue was revealed by Mr. Daly is categorically wrong.

Again, it is an honorable final result, but the two year process to get the refunds was not honorable.
