HS2 is being built primarily to increase capacity - even if there was an existing line suitable, which there isnt, how does he propose fitting in 25 MORE trains an hour? If that was possible, you wouldnt need HS2! You cant have your cake and eat it - 25 trains an hour simply wont fit in Waterloo International, and unless he proposes some insane 180 bend it cant serve Tottenham Court Road - if it did though, you'd need at least 4, probably more, underground platforms 400m long; good luck fitting that it! The idea that it could relieve the Northern Line is just insane...
