Getting used to being scared?

• THE youth gang problem is not new and youth violence indicates the failure of social control.
Police apathy can be demoralising. People feel that no one cares. I’ve heard someone ask: “What is the job of the police? To investigate or to protect?” Good question, but the answer is, of course, to do both.
But how can they protect the public if crimes are not reported? How can they investigate if people don’t come forward and tell the police what they know?
Are anonymous reports taken seriously or deleted? Many people choose to remain silent and continue to live in fear while the troublemakers do as they please. It’s an awful thing to say but it seems than people are getting used to being scared.
