Window of opportunity is sealed shut

• MY window has a defective hinge which I first called the council about in 2009. 

I have had 25 to 30 people coming from Camden since then and they never repaired the hinge because they cannot find a spare. I asked for the help of my ward councillors, and not even they could be any help. Eventually the council sent somebody who has sealed shut this window permanently. 

They now say I have to wait until a future date when they may decide to repair or replace all the windows on the whole estate as part of a general refurbishment. There is no such programme in the next five years. I pay my rent. Why do I have to live with a window which I cannot open? 

Instead of sending 50 people, it would have been cheaper to replace the window.
