Waste of air conditioning

• WHY is it necessary for Camden Council to waste money and energy, by switching on air conditioning when the outside temperature has scarcely risen above 17 or 18 degrees?
I attend a computer literacy class at Queen’s Crescent Library.

For the past three weeks, I’ve been subjected to icy blasts from ceiling vents, which have been impossible to escape. It doesn’t matter where you sit. I am even forced to wear an outer jacket during my sessions.
This library is situated in such a position that the sun does not shine through the windows.

Surely, a breeze through an open door would be sufficient?
If this is practice in all Camden establishments, the money and energy wasted must be colossal.
