Spot fines

• I WAS horrified to learn of the death of a swan on Hampstead Heath and have been following the Letters pages concerning this tragic incident. 

While walking along the path by the pond near the Vale of Health on a really hot day I saw two dog-owners encouraging their dogs to swim in the pond. 

I pointed out the notices saying that dogs should be on the lead and that a swan had died but both dog-owners were not in the slightest bit interested and carried on as if I hadn’t spoken.

On the spot fines should be handed out.
