Curb the anti-social clubbing

• I’M beginning to wonder if the council cares at all about the plight of residents in the West End who are suffering directly as a consequence of both its licencing policy and its apparent inability to monitor how licences are operated.
Yet again there has been severe noise disturbance.
I was woken just after 5am by a group of people, outside my front door, shouting away.
They were still shouting at 5.50am when I went out to get a newspaper, at which time I observed other club customers shouting loudly in Bond Street.
What about the human rights of the residents in the West End who have to suffer systematic anti-social behaviour? Anything that enhances the monitoring of late night licences would be greatly appreciated.
