Who is in the picture?

I WAS given this picture (above) by a friend.
They had found it in a skip in Laurier Road, Dartmouth Park.
A house was being renovated and the builders had thrown it out when they were clearing it. I was wondering if any of your readers could cast light on who took the picture, or who is in it? It looks like a family shot but could have been taken by a professional?
Is it somewhere in the Camden area? Does anybody recognise the girls or the boy?
