Who calls shots now?

• Are Islington Council’s recent consultations on long-term contracts with housing repairs contractors a sham – consulting on a decision formed seven years ago? 
A November 2003 executive report says:  “The second stage of this strategy is to establish a 10-year, borough-wide Framework Contract with a number of contractors...” 
Ideas of 10-year contracts floated up when builders called the shots. Come on, Islington, it’s a new decade. There are builders galore to negotiate with.
