Bank holiday yellow peril

• I HAVE just received a penalty for parking for five minutes on a single yellow line on Good Friday.
How am I to know that Camden have apparently changed the rules so you can no longer park on single yellow lines on bank holidays (or I assume at weekends)? 
On Easter Monday a parking warden on a motorcycle came round again putting notices on cars. I wondered whether anyone else has had the same thing happen to them.   
I am a resident and have a parking permit but, of course, could not park in a space near my home and a friend brought the car round so that I did not have to walk too far to get into it. As I live on a pension I can ill afford to pay it, having just renewed my parking permit, insurance, MOT – all of which have gone up in price.
